Beloved son of Dorothy E. Elkins and the late Floyd A. Elkins; loving brother of his twin, Diana R. Weber, and Lynn A. (Donna) Elkins; also survived by many other relatives. He was a graudate of High Point High School in Beltsville, MD. After graduation he served in the Army as an artist, illustrator. He was a graduate of University of Maryland in College Park, MD.
