Beloved father of eight children, Susan Schwartzbach, Donna McDougald, Janet DeHaven, Nancy Payne, Patricia Bartholomew, Robert Christopher Payne, Charles “Rocky” Payne and Theresa Ann Payne. Grandfather of 16 and Great Grandfather of 19. Beloved life partner of Ellen Dix and beloved husband of the late Margaret C. Payne. Mr. Payne was a World War II Veteran serving in the Army’s 12th Armored Division. Visitation January 15, 2015 from 2-4 and 6-8 p.m. with services at 7 p.m. Borgwardt Funeral Home, 4400 Powder Mill Road, Beltsville, MD. Private interment at a later date Cheltenham Veterans' Cemetery. Memorial donations may be made to Grace Baptist Church, P.O. Box 2206, Westminster, MD 21158.
